Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Powec & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. I and 2.

These revisions, which are administrative in nature, concern the replacement of certain digital instrumentation with analog instrumentation.

DISCUSSION On November 19, 1979, CP&L submitted a request for TS changes to replace certain digital instrumentation with analog counterparts.

In response to the request, the NRC issued a Safety Evaluation Report (SER) supporting Amendment Nos. 26 and 50 (dated March 14, 1980) for Brunswick Unit No. I and Brunswick Unit No. 2, respectively. The SER stated that the proposed plant modifications were technically acceptable and that CP&L would periodically submit administrative TS changes to revire instrument designations for those systems which had the digital-ro-analog modification completed. I Plant procedures for Brunswick Unit No. I are being revised for the new instrumentation, but surveillance intervals and other requirements will remain in accordance with the existing TS until the requested changes are l

1.

Typographical corrections.

2.

Proposed revisions submitted by our letter dated June 16, 1982 concerning redundant scram discharge volume high level instrumentation (issued for Brunswick Unit No. 2 only by Amendment No. 73 dated August 17, 1982).

3.

Proposed revisions submitted by our letter dated December 13, 1982 concerning the minimum number of operable channels per trip system requirements for certain High Pressure Coolant Injection (HPCI) System and Reactor Core Isolation Cooling (RCIC) System isolation actuation instrumentation.

The enclosed TS changes do not include the following:

1.

Proposed revisions submitted by our letter dated March 16, 1982 concerning HPCI/RCIC time delay relays.

2.

Proposed revisions submitted by our letter dated July 29, 1982 concerning degraded voltage and loss of voltage relays.

3.

Proposed revisions submitted by our letter dated September 7,1982 concerning low condenser vacuum actuation of group 1 primary containment isolation.

4.

Deletion of references to group 7 primary containment isolation valves in TS Table 3.3.2-1.

ADMINISTRATIVE INFORMATION Enclosed are TS pages with the requested revisions indicated by vertical lines in the right-hand margins. We have evaluated this request in accordance with the criteria in 10 CFR 170.22 and have determined that this submittal constitutes a Class 11 and a Class I license amendment request for Brunswick Unit No. I and Brunswick Unit No. 2, respectively. Therefore, our check for $1,600 is enclosed in payment of the required fees.

Since these analog instruments are being installed in Brunswick Unit No. I during the refueling outage which is now in progress, we request your early review of this request and issuance of the requested Brunswick Unit No. I revisions by April 1, 1963. These analog instruments for Brunswick Unit No. 2 will be installed during the upcoming extended maintenance outage, currently scheduled for fall 1983. The proposed Brunswick Unit No. 2 revisions should not be issued until that time; therefore, we will apprise you at a later date of the schedule needed for issuance of Brunsvick Unit N. 2o revisions.
