Dear Mr. Keppler:

This letter serves as the final report pursuant to 10CFR50.55(e) on the potential significant deficiency concerning the High Pressure Core Spray (HPCS) Diesel Generator Electrical Panels supplied by the General Electric Company (GE) to Perry Nuclear Power Plant. This item was originally identified to Mr. F. Jablonski of your office on June 15, 1983, by Mr. M. Kritzer for The Cleveland Electric Illuminating Company (CEI). An interim report on this subject was submitted July 15, 1983.

This report contains a description of the deficiency, an analysis of safety implication, and the corrective action taken.

Description of Deficiencg A number of nonconforming conditions attributed to poor workmanship were identified in the HPCS Diesel Electrical Panels. Some exarples of nonconforming items identified in the two panels (1 per unit) are improperly crimped ring lug terminations, temporary wire labels still present, missing inspection covers, no I.D. on terminal strips, paint overspray, broken wire strands and/or no insulation of the barrel to connection point, use of unapproved cable cleats, and the use of unapproved tape. P033-1650 and GE Field Deviation Disposition Request (FDDR) KL1-735 for the Unit 1 panel and Project NR P033-1651 and GE FDDR KL2-591 for the Unit 2 panel.

Analysis of Safety Implication It can be postualated that if some of the items' listed abov,e had gone uncorrected the HPCS Diesel Generator would have failed to start. The failure to start would prevent power _from being supplied to the HPCS pump motor if offsite powe was unavailable.

The nonconforming items for Unit 1, identified on NR P033-1650, were repaired in accordance with FDDR KL1-735. All work has been completed for the Unit 1 panels. Documentation review and approval for. the Unit I work will be completed by May 7, 1984.

The nonconforming items for the Unit 2 panels, identified on NR P033-1651, will be repaired in accordance with.FDDR KL2-591. All work for the Unit 2 panels will~be. completed by August 8, 1984.
