The Memorandum discusses recent inspection findings which indicate an additional deficiency in Systems Control Corporation supplied equipment.

SUBJECT:

BYRON EQUIPMENT SUPPLIED BY SYSTEMS CONTROL CORPORATION During the Byron OL hearing before the ASLB, the NRC Region III witness panel received a number of questions concerning equipment supplied to Byron by Systems Control Corporation (SCC) (Tr 3842-48, 3851-54 and 3898-99). The questions centered on the instrument panels and. control boards; however,

.the panel's responses implied that identified deficiencies on all equipment.

supplied.by SCC had been resolved, and that the only NRC open issue was completion.of a seismic re-analysis of the instrument panels and control boards by. Westinghouse Corporation. At that. time this was the panel member's understanding.. Recent. inspection-findings indicate that there is one addi-tional deficiency on SCC supplied equipment which still requires resolution.

' Information'in regard to this matter is discussed below. Consideration should

-be given to providing this to the ASLAB in view of statements on pages 23 and 24 of the : applicant's - brief.

During followup inspections conducted in February and March 1984-into Hatfield Electric Company activities at Byron, it was learned that Hatfield.

QC inspectors were identifying and issuing deviation and nonconformance reports relative to welds on cable tray hangers which did not meet specified requirements of AWS D1.1-1975. The welds were made by SCC which supplied the hangers.

Poor welds on SCC supplied equipment for both Byron and Braidwood had been a recurring problem from early 1977 until December 23, 1980, when CECO

' established a 100% independent. inspection requirement before equipment could be shipped from SCC.

During a' recent review of this matter, Ceco QA' concluded, that with few

. exceptions,.the deficient hanger welds being identified at Byron and previously identified at Braidwood were made prior to December 23, 1980.

Commonwealth Edison ~and Sargent and Lundy: records establish that adequate

-corrective action has been taken in. regard to SCC welds on instrument panels, control boards and cable tray stiffeners.- :It is believed by Ceco that cable tray hanger welds made prior to December 23, 1930, although not'in full con-L formance to AWS critiria, did meet design requirements based on a'previously

. conducted-statistical evaluation'by en'aineering, and'that the welds now being-

.. identified as not meeting requirements were encompased in this evaluation.

Available records'for NRC review do not,'however, sufficiently establish how.

this evaluation was done or wha ~t~ weld population was included..

To resolve this issue and to support the earlier evaluation, CECO has con-ducted an engineering evaluation based on a statistical sample to determine whether the Braidwood hanger welds meet design requirements. A similar evaluation is planned at Byron. Region III plans to review the engineering evaluations when completed.
