Noncmpliance at Enrico Fermi Unit 2 Inspection Report 50-341/83-25
Dear Mr. Streeter:
This letter is in response to the item of nonccupliance described in Inspection Report No. 50-341/83-25. This inspection of Enrico Fermi Unit 2 preoperational test activities was performed by Mr. S. G. DuPont during the period of October 25 through ibvember 18, 1983.
The its of noncmpliance is discussed in this reply as required by section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations.
The enclosed response is arranged to correspond to the sequence of items cited in the body of your report. The number for the item of noncmpliance and the applicable criterion is referenced.

r Contrary to the above, the test objective of verifying nominal match i
between indicators on the renote shutdown panel and the main control rocm instrument was not transferred to a preoperational procedure prior to T
deletion of the governing preoperational procedure, C3500.001.
Corrective Action Taken and Results Achieved

The test objective for verification of match nominal values between the reactor pressure indication (C35-R003) on the Division II renote shutdown K
panel and the reactor pressure indication (C32-R605A) on control rocm g
panel Hll-P603 will be performed as part of the preoperational test, PRET.

perform the required testing. When the required testing has been ccm-t_
pleted, the results will be reviewed by the Technical Review Conmittee F
(TRC) and the results filed and retained with the PRET.C3202.001 test doc-mentation for permanent plant records.

The A71-00 preoperational test was deleted over one year ago. This pro-L cedure was similar to PRET.C3500.001 in that no actual testing was per-E formed using the procedure, but docunents testing frcm other procedures.
P The guidelines for incorporating the A71-00 logic into other test pro-cedures were given in meno SU-2511, Supplement 8 of October 18, 1982. At

the time SU-2511, Supplement 8 was issued, none of the affected procedures were completed. Therefore, the affected procedures were revised and reviewed, where necessary, using the guidelines in SU-2511, supplement 8.

T No aaditional action is required since full empliance was achieved at the time of deletion of PRET.A7100.001.
E Date When Full Comoliance Will be Achieved The testing required between the reactor pressure indication (C35-R003) i and reactor pressure indicati n (C32-R605A) will be performed and approved by the Technical Review Ccumittee (TRC) by March 30, 1984.
As delineated above, Startup mmo SU-2511, Supplement 8, provided neces-g sary requirements for the transfer of activities frcm the A7100.001 g
procedure to other procedures. Startup is in full ecupliance and no further action is required.
