12.f DOCKET NOS. 50-36* AND 50-efHP-NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSE AND NEGATIVE DECLARATION The U.S.' Nucl' ear Regulatory Comission (Comission) has issued Amendment Nos. 61 and 87 to Facility Operating License Nos. DPR-71 and DPR-62, issued i

to Carolina Power & Light Company (the licensee), which revised the Technical Specifications for Operation of the Brunswick Steam Electric Plant, Units 1 and 2 (the facility) located in Brunswick County, North Carolina. The amend-ments are effective as of the date of issuance.

The amendments authorize changes to the Technical Specifications to allow an increase in the spent fuel storage capacity to a maximum of 3946 assemblies.

The application for the amendments complies with the standards.and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate l

findings as required 'by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

l Notice of Consideration of Issuance of Amendments in connection with this action was published in the FEDERAL REGISTER on May 27, 1981 (46 FR 28531).

l No request for a hearing or petition for leave to intervene was filed followiny 1

i this notice.

The Comission has prepared en Environmental Impact Appraisal related.to the action and has concluded that an environmental impact statement is not 8401050057 831215 PDRADOCK05000g P

2-warranted because there will be no environmental impact attributable to the action beyond that which has been predicted and described in the Conunission's Final Environmental Statement for the facility dated January ;1974.

For further details with respect to the action see (1) the application for amendment dated April 16, 1981, as supplemented June 22 and November 29, 1981, March 16, April 5, May 20, and September 16, 1982, February 23, March 31.

May 5 and September 20,1983,(2) Amendment Nos. 61 and 87 to License Nos. DPR-71 and DPR-64, (3) The Commission's Safety Eyaluation, and (4) The Commission's Environmental Impact Appraisal..
