Interpretation of Code Welding Subsection Classification Dear Mr. Gagliardo This letter provides an interim report on a potential 10CFR 50.55(e) concerning interpretation of subsection classification on code welds.
This matter was initially reported by Messrs. Eales, Rathbun and Reeves of Kansas Gas and Electric Company (KG&E) to Mr. Bill Johnson of the Nuclear R_gulatory Commission (Region IV) on December 8, 1983.
Two instances have been identified concerning interpretation of ASME Code Section III subsection classification of welds. One item involve.1 welds for the thimble guide tube:.; to seal table connections. The op.er item concerned PA-9 socket weld coupling supports. Welds for both items were completed in accordance with Subsection NF.
The requi.' aments of Subsection NP, Paragraph NF-1131, state that the weld is governed by the rules for the applicable subsection for the class of pr. ruure retaining material involved. The thimble guide tubes are a c'.r.us 1 pressure retaining material, while the PA-9 supports involvo Class 2 pressure retaining material. Proper inte:rpretation of Sub9.ection NF would have required chat either magnetic particle testing (MT) or dye penetrant testing (PT) be performed on the subject welds.
Contrary to this, no MT or PT was performed.
Corrective action has been initiated on Lath of these items. The thimble guide tube to seal table connections have all been penetrant tested and found acceptable. An NCR has been issued directing dye penetrant testing or magnetic particle testing to be performed on the PA-9 supports in question. At this time work on the PA-9 supports has not been completed.
