Pursuant to the requirements of Appendix B, Part II, Nonradiological, Environmental Protection Plan, Section 3.1, a copy of the report to the Michigan Water Resources Commission notifying them of the failure to take Circulating Water System flow and temperature on December 10 and 11, 1983, is attached.

This report is required by Amendment No. 54 to Facility Operating License No. DPR-58 and Amendment No. 40 to Facility Operating License No. DPR-74 dated May 6, 1982.

Dear Mr. Zugger:

A review of monitoring records revealed that the once-through circulating water system for Unit #1 was started on December 10,1983,(the nuclear reactor was out of service) and that measurements of flow and temperature were not made for December 10 and ll. Lack of readings is attributed to an operations failure to energize the recording instrumentation on start-up of the system.

Instructions have been developed to require energizing of instruments before circulating water pumps are started.
