ADDITIONAL INFORMATION PROPOSED OPERATING LICENSE AMENDMENT NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 In our letter of December 6, 1983 (serial No. 682A) Vepco provided answers to a number of NRC requests for additional information concerning the proposed spent fuel capacity expansion for North Anna Unit Nos. I and 2.
In response to a request for further clarification from a member of your staff we are providing additional information in answer to question 1.E in the reference letter.
Enclosed as an attachment to this letter is a calculation sheet entitled
" Bending Stresses In Tie Plate-To-Cell Hall and Base Plate-To-Cell Wall Welds".
This attachment contains information proprietary to Nuclear Energy Services, Inc. and is supported by an affidavit signed by Nuclear Energy Services, the owner of the information.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Nuclear Energy Services, Inc. be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.

A LRT of THE PENN CENTRAL COAPORATION December 19, 1983 AFFIDAVIT North Anna Power Station Spent Fuel Storage Rack Design Calculations We the undersigned do hereby attest that the attached twelve (12) pages of weld stress calculations prepared by NES for the North Anna Power Station Spent Fuel Storage Rack
- Project, contain confidential design information and analysis techniques which should not be publicly disclosed.
It is an NES policy to maintain the confidentiality of design documents due to the detailed design information and analysis techniques contained therein.
In the case of spent fuel rack designs, it is essential that these documents be prevented from entering the public domain because spent fuel rack contracts are competitively awarded.
If the detailed characteristics of NES' design and analysis techniques were made public, it would adversely effect our competitive position within the industry.
NES is consistent in the application of this policy regarding design documents for fuel rack projects. Most recently, a similar affidavit was utilized to prevent Trojan Spent Fuel Storage Rack design documents from entering the public domain.
Please note that NES has no objection to allowing the calculations to undergo closed examination by cognizant representat es of the NRC for the purposes of licensing approval.
