Dear Mr. Eisenhut:
I have received a copy of Mr. Kemper's letter to you i
dated December 27, 1983, on behalf of Philadelphia Electric Company.
This letter is completely incomprehensible, and I should like clarification as to its meaning from you.
While the letter appears to state that the construction completion date for Unit 1 is August 1, 1984, Mr. Kemper also states that the status is "as reported in our October 25, 1983 letter".
Moreover the referenced letter does not specifically state that the construction completion date'is August 1, 1984.
- Rather, it states that "Our construction schedule for Limerick Unit 1 will permit fuel loading by August 1, 1984".
It is incomprehensible whether there is a charge between the October 25, 1983 letter and the December 27, 1 983 letter.
Furthermore, it is incomprehensible whether the applicant believes that its schedule will permit fuel loading by August 1, 1984.
Since the terminology is language of NRC art, I request you to
. clarify what the Commission understands the applicant to be saying.
Since this matter involves not only the applicant's schedule but the Commission's regulations, I wish to inquire as to what the schedule is, as understood by the Commission, regarding the date upon which fuel loading might be permitted at Limerick Unit 1.
I would appreciate an answer that responds separately to fuel loading for testing purposes and the different stages of testing, if any, and fuel loading for operating purposes.
I would also appreciate a reference to any Cormission guidelines or regulations which define any of these terms and provide the time frames for 6
