Philadelphia Electric Company Limerick Generating Station Units 1 & 2 l

Gentlemen:

In response to the Atomic Safety and Licensing Board's invitation of 9/23/83, please accept this limited appearance statement concerning the above-referenced facilities.

Let me begin by stating that I am not an employee of Philadelphia Electric but am a resident of Montgomery County, PA which is where I am raising my family.

Therefore, safety at the Limerick Station is as important to me as anyone else, but after a great deal of thought and investigation, I would strongly urge the Commission to grant the operating licenses which Philadelphia Electric has requested.

I would also like to bring to the Commission's attention a recent article that appeared in " Discover" Magazine (see the Nov,, 1983 issue -

l page 8).

In summary the article debunks the statements of the Union of Concerned Scientists (UCS) regarding the safety of nuclear power.

It appears that the UCS is little more than an organ to disseminate the

views of Robert Pollard.

More importantly, UCS refused to cooperate with a scientific attempt to poll the sponsors of UCS, Obviously, the credibility of such an organization must be ' greatly reduced, especially when one considers that no lesser a person than Hans Bethe'has criticized the position of UCS on nuclear power.

Furthermore, the work of Stanley Rothman of Smith College and Robert Lichter of George Washington Univer-l sity revealed that nearly 90% of scientists in the U.S. are of the opinion that our Nation should proceed with nuclear energy.

In summary, it is apparent to me that the existing safety regula-tions that have been promulgated by the Nuclear Regulatory Commission are sufficient to insure the safety of my family so I again urge that l.
