Dear Sir:
The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation.
At that time, it was estimated that a determination of reportability would be made within thirty (30) days.
Due to the extensive investigation and evaluation required, ' an Interim Report is attached.
It is now expected that this information will be finalized by January 28, 1984, at which time a complete report will be submitted.

POTENTIAL PROBLEM The Foxboro Company has notified Combustion Engineering (C-E) that on two (2) Model D0126SA panel filler assemblies, the eight sub-assembly mounting. bolts were not torqued to the required 24-28 ft/lb range.
The ' panels were supplied to PVNGS under C-E purchase order 960-3107-14273 as Item No.
71.
The panels had not been installed as a final assembly.
II.
APPROACH TO AND STATUS OF PROPOSED RESOLUTION Bechtel Engineering is in receipt of C-E letter V-CE-20468, dated 09/30/83 - which shows that in C-E's opinion this deficiency is reportable under 10CFR50.35(e) or 10CFR21.
- However, further discussions have indicated that pending the completion of the engineering evaluation, Combustion Engineering may repeal their position on reportability.
III.
PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF THE FINAL REPORT Evaluation of this condition and submittal of the Final Report is forecast to be completed by January 28, 1984.
