The application for amendment by Duquesne Light Company, Ohio Edison Company, and Pennsylvania Power Company (the licensees) dated July 14,1983 cnmplies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules anc regulations of the Comission; C.

There is reasonable assurance (i) that tnc activities autnorizec by this amenament can be conductea without enaangering the healtn and safety of the public, and (ii) that such activities will De concucted in compliance with tne Comission's regulations; D.

The issuance of this amenament will not ce inimical to the common defense and security or to the health and safety of the Duolic; ana E.

The issuance of this amenament is in accoroance with lu CFR Part 51 of the Comission's regulations ano all applicaole reuuirecents have been satisfied.

Accordingly, the license is amencea by changes to the Technical Specifications as indicateo in the attachment to this license amenoment, ano paragraph 2.C.(2) of Facility Operating License No. OPR-66 is hereby amended to reaa as follows:

(2) Technical Specifications The Technical Specifications containea in Appenaices A and B, as revised through Amendment No. 75, are hereby incorporated in the license. The licensee shall operate the facility in accoraance with the Technical Specifications.

3.

This license amendment is effective as of the date of its issuance.

ELECTRICAL POWER SYSTEMS 3/4.8.2 ONSITE POWER DISTRIBUTION SYSTEMS A.C. CISTRIBUTION - OPERATING LIMITING CONDITION FOR OPERATION 3.8.2.1 The following A.C. electrical busses shall be OPERABLE and energized frcm sources of power other than the diesel generators with tie breakers cpen between redundant busses:
