In response to the Board's directive, Applicants hereby propose that the next hearing session commence on February 7, as tentatively scheduled by the Board.
We believe that the procedure outlined by the Board, contemplating two consecutive hearing weeks of four days (Tuesday through Friday) commencing at 8:30 a.m.-and concluding at 6:00 p.m., should be followed.

- ' Applicants propose'that the following su'bject matters be addressedJin this forthcoming hearing session:
(1) results of coatings reinspection (including Westinghouse coatings);.
(2)
O.B. Cannon review of coatings; (3) ~the report regarding the independent. technical design review performed by Cygna Energy Services; 2/ and (4), downhill welding,'" plug welds", and weld rod control.
We propose that these issues be addressed in the-order 4
of presentation listed above.

we are unable to predict with accuracy how much hearing time"

Our preliminary view is that the examination and' cross-examination of witnesses on coatings 1
- will take most of the first week o'f hearings..
Because of.the' independent nature of'the Cygna Report and Applicants' desire to preserve that independence, we do not intend to prepare and prefile. substantive testimony of the Cygna witnesses who will sponsor that Report.
We will of course provide the Board and parties with statements of their educational and professional qualifications.
We cannot predict howjmuchlcross-examination the Board and parties will 2/ The Cygna Report is a draf t final report.
Finalization of the Report is awaiting NRC Staff review and comment. We have no reason to expect that it will change materially when issued in final form.
Thus, we believe.that hearing time addressing the' draft report would be well spent.
3/LWe are mindful'of'the obligation of every party to notify the Board and the parties seasonably when it has formulated
.a list of witnesses, and we will fulfill that obligation when the determination is made as to which witnesses we intend'to. call.
