Please consider the following comments relevant to the Holtec Interim Storage Facility EIS:

1. Page 2-8 row 28 - The EIS does not address the impact associated with any cask that fails receipt inspection. At a minimum, disposition of such a finding would require additional shipments of spent fuel away from the CIS going back to their site of origin or to 3rd facility. Storage at CIS within the transport cask for a significant duration may also occur.
2. Page 4-100 row 36 - The FSAR for the CIS incorporates material from the HI-STORM MPC and UMAX FSARs by reference. These FSARs deem loss of confinement as non-credible, however, the CIS FSAR includes an aging management section to address degradation that may lead to loss of confinement. It seems that the previous analysis which deemed loss of confinement as non-credible are not actually bounding for the CIS. How can NRC deem the environmental impact to be SMALL when there is no evaluation that considers the potential loss of confinement due to aging degradation?
3. Page 4-102 row 20 - This line suggests that the applicant has evaluated leakage of an SNF storage canister seal weld - the material incorporated by reference relevant to this evaluation identifies such leakage as non-credible, it would be helpful to the reader if the EIS stated this result. As written the paragraph may be interpreted as saying that leakage is possible with the resulting dose to the public being within regulatory limits.
