DOCKET NOS. 50-266 AND 50-301 RESPONSE TO GENERIC LETTER NO. 83-41 FAST COLD STARTS OF DIESEL GENERATORS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The following is Wisconsin Electric Power Company's response to the questions and concerns raised in Generic Letter No. 83-41, " Fast Cold Starts of Diesel Generators", which was forwarded by Mr. D. G. Eisenhut's letter dated December 16, 1983.

During the period December 1, 1982 to December 1, 1983 each of our two emergency diesels was subjecced to the following number of fast cold starts:

1.

Surveillance testing - 1.

2.

Maintenance activities - 1.

3.

Actual demands - 0.

We feel that since the emergency diesel generators are required to " fast cold start" during certain emergencies, it is appropriate to perform an annual fast cold start test.

However, frequent tests would definitely degrade their reliability and availability.

Therefore, although it may be necessary on occasion, fast cold starts of the diesel generators should be avoided whenever possible.
