Walnut Creek, California 94596-5368 Attention:

Mr. J.

B.

Martin, Regional Administrator

Dear Sir:

Subject:

Docket Nos. 50-361 and 50-362 Licensee Event Report Nos.83-092, 83-093,83-094 and 83-095 (Docket No. 50-361).

Licensee Event Report Nos.82-010, Revision 1;83-038, Revision 1;83-077; and 83-090 (Docket No. 50-362)

San Onofre Nuclear Generating Station, Units 2 and 3

Reference:

Letter, H. 3. Ray (SCE) to J. B. Martin (URC),

dated September 6, 1983, Licensee Event Report No.83-067, Revision 1 (Docket No. 50-361)

The referenced letter provided our report concerning the inoperability of certain fire detection instrumentation at San Onofre Units 2 and 3.

That report indicated that any instances wherein compensatory measures were not properly implemented cr reports not initiated as a result of inoperable fire protection equipment would be reported separately.

Our review has identified prior occasions of untimely implementation of compensatory measures and failure to submit reports as required by the Technical Specifications.

Consequently, this letter provides LER Nos.82-172, 82-177,83-093, 83-094 and 83-095 (Docket No. 50-361), and LER Nos.82-010, Revision 1;83-038, Revision 1;83-077; and 83-090 (Docket No. 50-362).

As described in the referenced letter, we have enhanced all Fire Protection Program Surveillance procedures to assure the immediate notification of appropriate personnel to ensure compensatory measures are initiated and reporting requirements are met whenever fire protection equipment fails to meet acceptance criteria.

In addition, personnel responsible for conducting fire protection surveillances and for reviewing the results from such surveillances have received additional training on reporting and surveillance requirements.
