Dear Sir:

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I, II and III thereto, comprising a statement of proposed changes to Appendix A of the FitzPatrick Technical Specifications and associated safety evaluation.

The proposed changes revise the Technical Specifications to account for the recently completed turbine control valve modifications. This alteration to the turbine control valve opening and closing sequence affects plant response to a load rejection without bypass event. The effects of the pressure transient experienced by the reactor core are increased when the turbine control valves close on loss of load using this new open/close sequence.

Other pressurization events (turbine trip without bypass and feedwater controller failure) are unaffected by this change in turbine control valve configuration since they rely on turbine stop valve closure.

The proposed changes are Attachment I to the Application for Amendment enclosed with this letter. The Safety Evaluation ror the proposed changes is Attachment II.
