Dear Mr. Gagliardo:
This letter provides an interim report on a potential 10CFR50.5S (e) item concerning testing of the Wolf Creek containment building polar crane.
This matter was initially reported by Mr. Otto Maynard of Kansas Gas and Electric Company (KG&E) to Mr. William Johnson of the Nuclear Regulatory Commission (NRC), Region IV, on November 18, 1983.
The majority of the component testing at Wolf Creek is accomplished by the KG&E Startup organization. This organization has an overall test control program to govern the development of test procedures and requirements for the components being tested. However, a few components such as the polar crane have been tested by the Constructor who, until recently, did not have an overall test control program. Therefore, KG&E has reviewed certain tests which were developed and accomplished prior to the development of this program to evaluate the acceptability of the testing. During this review several deficiencies were identified and, although the deficiencies discussed in this letter are for the polar crane testing, similar deficiencies were identified in the Spent Fuel pool bridge crane and the cask handling crane testing.
Non-conformance Reports have been generated to document the testing deficiencies for each of the three cranes. Some of the specific deficiencies identified for the polar crane testing were:

Weights used in the 100% and 125% proof load testing were not certified.
2 Serial number or other identifying equipment information was not documented for the precision measuring equipment utilized for the data recorded. A formal instrument calibration con-trol program was not in place at the time of testing.

Limit switches on the trolly and overspeed control devices were not tested.

There were no records of the certifications of the crane operator.

Prerequisite construction and inspection activities defined in ANSI Standards were not verified.

Acceptance criterion for activities performed were not defined.
'1his matter is currently under evaluation by KG&E and the Architect / Engineer.
The status of this potential 10CFR50.55(e) will be included in KG&E's monthly status report to the NRC as Number 53564-Kll2. Final closeout and any signi-ficant developments will be reported to you by separate correspondence.
