Dear Mr. Keppler:

This letter serves as our final report pursuant to 10CFR50.5S(e) concerning the use of Non-Class 1E power to operate cortrol devices and use of Non-Class lE control components in the circuits which provide control signals to the diesel generator building ventilation system. Mr. P. R. Pelke of your office was first notified on August 16, 1983, by Mr. E. Riley of The Cleveland Electric Illuminating Company that this problem was being evaluated. Previously we submitted an interim report on September 15, 1983.

This report contains a Description of the Deficiency, an Analysis of Safety Implications and the Corrective Action Taken.

Description of Deficiency Relays RlA and RIAA, located in the Transamerica Delaval Inc. (TDI) engine control panel, were selected as the initiating devices for the diesel generator buf] ding ventilation system. This ventilation system is safety-related.

However, the relays supplied by TDI are nonsafety-related. Since these relays are located in a section of the engine control panel that contains safety-related components, they were isolated in a safety-related enclosure by the vendor. Because the TDI drawings were not clear as to the use of these relays, Gilbert Associates, Inc. (GAI) selected contacts from relays RlA and RIAA to initiate the diesel generator building safety-related ventilation system.

The circuit in question also contains auxiliary latch relay R1 and time delay relay TD-3. Our initial analysis of this problem also indicated that these relays were selected incorrectly. Further review with the vendor indicated these relays were never intended to be used in safety-related circuits.

f Mr. James G. Keppler December 15, 1983 Analysis of Safety Implicaticns Because the devices used to initiate the safety-related ventilation system were nonsafety-related, there is no assurance that the building ventilation system would perform its intended function during a design basis event.

Corrective Action Taken Diesel generator building ventilation start signal will be removed from relays RlA and RIAA via an Engineering Change Notice. The start signal will then be transferred to a safety-related circuit that contains only safety-related components. This will fulfill the original design intent of starting a safety-related system from a safety-related circuit.

Upon issuance of this En? aeering Change Notice, resolution of this reported deficiency will have been reached. Final field rewdring is expected to be completed by March 2, 1984.
