In accordance with the requirements of 10 CFR 50.33 (k)

-(2),

10 CFR 50.75 (e) (2) (iv), the following decommissioning information - for. The University of Texas at Austin TRIGA Reactor (UT-TRIGA) is being submitted:

'1)

The cost for the complete decommissioning of the UT-TRIGA facility is estimated-to be $2.5 million.

A reference

research-reactor in the study performed by Pacific Northwest l-Laboratories for the U.S.

NRC and reported in NUREG/CR-1756 l-isLthe basis for-decommission funding estimates.

This 1981-

report estimated-complete decommissioning costs to be about

$1-.2 ~ million.

The multiplier for inflation is 1.54 based on-1 the (formula given in 10 CFR _50.75 (c)

(2), and data publishedE l'

by the Bureau: of-Labor and Statistics and information - in l'-

Use- -of this-factor -results in a

decommissioning Icost : estimate of $1.8 million based on-j

-adjusting the original cost figure incorporated in NUREG/CR--

However, a-recent commercial quotation for L

decommissioning a university reactor facil-Ity similar to the l

UT-TRIGA and actual decommissioning experiences at other L

similar_ facilities have-resulted in charges in excess of the ll S2.million mark.

Consequently,_ we believe the adjusted E

--NUREG/CR-1756 figure may be. low, and it is our' opinion that S2.5 -million is more realistic and appropriate value

-considering actual 1990 decommissioning costs.

The-University of Texas ' at Austin is a state institution.

Therefore, in accordance with the provisions of 10 CFR 50.75 (e) (2)- (iv) the_ funds needed for decommissioning

.will be requested through appropriate state channels and will be obtained sufficiently in advance, of -- decommissioning to

-prevent delay of requ!_ed activities.

The cost estimate _for decommissioning the Nuclear Engineering Teaching Laboratory facility will be adjusted annually using the formula given in 10 CFR 50.75(c) (2).

All records required by 10 CFR 50.75(g) will be kept and maintained by the Nuclear. Engineering--Teaching Laboratory staff.

In accordance with - 10 CFR 50. 02 (a),

should the-University l decide-to p0rmanently cease operation of the UT-TRIGA, an application to decommission the facility will be made within two years following permanent cessation of operations or no later than one year prior to expiration of the operating license.

Information submitted'in this. report has been submitted to - the Nuclear Reactor Committee.

The data revises the previous estimate of $1.4 million _(1984 dollars) provided as-part of.the initial license submittal for the-docket 50-602 constn2ction.

We trust that the information will meet the Commission's regulatory requirements pertaining to this

_ matter.
