Reference 1 and 2 submitted TVA responses to NRC concerns and recommendations regarding BFN TS 251 and primary containment isolation at BFN. These submittals included TVA cot.mitments to request a TS amendment

to formally cite the auxiliary boiler block valve and the Containment

! Atmospheric Dilution primary check valves as primary containment

, isolation valves. BFN TS Table 3.7,A was to be revised to reflect these

! -valves as primary containment isolation valves.

l l The NRC Safety Evaluation Report (Reference 3) found the primary l containment isolation arrangement and the updated Table 3.7.A acceptabic.

2 U.S. Nuclear Regulatory Commission SEP 2 01991 Subsequently, NRC issued Generic Letter (GL) 91-08, " Removal of Components Lists from Technical Specifications". This guidance included the incorporation of component lists into plant procedures that are subject to the change control provisions for plant procedures in the Administrative Controls Section of the TS (Chapter 6).

Instead of submitting the referenced TS amendments TVA vill meet the GL 91-08 guidelines and remove the components list from the TS. The referenced valves will be placed in the TVA program and procedures as primary containment isolation valves.

This concept was discussed with Thierry M. Ross, Project Manager, NRC on September 5, 1991, and found to be acceptable.

TVA vill submit a TS amendment to remove the Table 3.7.A components lists f rom the BFN TS by January 10, 1992. The enclosure contains a summary of commitments made in this letter.
