DUE TO CONSTRUCTION OF TRANSMISSION LINE TO SERVE INDEPENDENT POWER PRODUCERS The California Public Utilities Commission (CPUC) previously authorized Edison to construct a transmission line to deliver power generated by two independent power producers, Luz International (Luz) and California Energy Company (Cal Energy). ,

The CPUC found the maximum reasonable cost of the proposed project to be  !

$50.3 million. The CPUC required that Cal Energy pay 21% of the cost of the  :

proposed project and that Luz pay 45% of the cost of the proposed project.

Remaining costs would be borne by our customers after completion of the project.

Following initiation of construction, the project was abandoned because we determined that the transmission line would not be needed by the independent power producert. We are now requesting that the CPUC relive Cal Energy and Luz of any cost responsibility for the expenditures incurred in the construction of the ,

transmission line. Specifically, we ask that our customers pay for $17.3 million in costs incurred to construct the abandoned transmission line project.

HOW THESE PROPOSALS MIGHT AFFECT CUSTOMER RATES The rate change for each customer class resulting from this proposal will be determined in another proceeding, known as Edison's Energy Cost Adjustment ,

Clause (ECAC). In the ECAC, requests for all revenue changes, both increases and decreases, from various proceedings are consolidated. If the CPUC were to allocate the revenue increases discussed above on a system-average percentage-change basis, the following changes would result:

1 THE CPUC WELCOMES YOUR PARTICIPATION AND COMMENTS The CPUC will conduct an evidentiary hearing on the transmission line request in at 10:00 a.m. on June 8,1995, at the CPUC's Hearing Room at 505 Van Ness Avenue, San Francisco, California.

At the hearings, Edison representatives, interested parties, and the CPUC's  !

Division of Ratepayer Advocates (DRA) will present testimony. DRA engineers, l accountants, economista, attorneys, and other professionals independently evaluate I utility rate increase proposals and present their analyses and recommendations to the CPUC at evidentiary hearings. The rates approved may differ from those' Edison has requested. ,
