GEORGIA POWER COMPANY'S RESPONSE TO BOARD QUESTION CONCERNING THE DIESEL TESTING TRANSPARENCY l

The Licensing Board has requested that Georgia Power Company i

advise the Board whether the Diesel Testing transparency .

t (Bockhold Exh. B; GPC Exh. II-21), presented to the NRC on April ,

t 9, 1990, included any 1B diesel starts prior to Start No. 136 which occurred on March 24, 1990. Tr. 4275-78.

The activities listed for the 1B diesel on the Diesel ,

Testing transparency, a copy of which is attached hereto for convenience, are not limited to tests involving diesel starts.

Georgia Power believes that the " Sensor Calibration," " Logic l

Testing," and " Diesel Operable" entries did not involve any starts of the diesel. The " Diesel Operable" entry was simply the declaration of operability which followed the diesel operability test (Procedure 14980), referred to on the transparency as "6 Month Run Surveillance."

A number of the remaining Etems listed on the Diesel Testing l

transparency under diesel 1B clearly occurred after Start 136.

V There is an apparent correlation between starts identified on Table 2 of the August 30, 1990 letter (McCoy Exh. P; GPC Exh. II-

18) and the following activities listed on the Diesel Testing transparency:

E-Run Bubble Testing -

Start 137 UV Run Test -

Start 142 6 Month Run Surveillance - Start 143 Lube Oil DCP Run -

Start 144 DCP UV Run Functional -

Start 145 That leaves only two categories unaccounted for: "In overhaul" and " Multiple Starts (14)." Based on Mr. Bockhold's testimony at the hearing, he recognized that there were some unsuccessful starts during overhaul. Egg Tr. 3361-64, 3367-68.8 Mr. McCoy's understanding in April 1990 was that there were some problem starts on the 1B diesel which occurred "in the process of coming out of maintenance," but that the bottom line numbers presented on the Diesel Testing transparency did not include any problem starts of the diesels. McCoy Prefiled Testimony at 9-10, 16.

As for the 14 Multiple Starts, it is not clear which starts were counted by Mr. Cash for inclusion in that category, i

In fact, following Start 136, there were only 12 starts as of April 9.2 Therefore, Georgia Power j concludes that both the 14 Multiple Starts shown for the 1B diesel and the 19 Successful Starts at the bottom right of the Diesel Testing transparency must have included some starts which occurred prior to Start 136, although Georgia Power cannot tell  ;

from the typed list of starts (Cash Exh. B; GPC Exh. II-23) which starts comprise the 19 Successful Starts. Mr. Cash does not believe that he counted any starts prior to Start 123 (March 21; [

Start Nos. 128-131 since these starts were not included on the typed list.

The typed list (Cash Exh. B; GPC Exh. II-23) identified 13 i starts after Start 136, one of which was an error. Although Mr.  ;

Cash included an April 1 start, there was no 1B diesel start on  ;

April 1, 1990.
