NUREG-0612; Control of Heavy Loads (Addendum I to Revised Report)

Dear Sir:

In Reference (b) PSNH submitted a report which documented its compliance with the guidelines of NUREG-0612 entitled " Control of Heavy Loads at Nuclear Power Plants". The report was subsequently revised and resubmitted in Reference (c) in response to comments contained in a November 1982 Technical Evaluation Report regarding the PSNH compliance with the NUREG-0612 Phase I Guidelines.

In response to comments contained in a second Technical Evaluation Report (dated August 1983) regarding the PSNH compliance with the NUREG-0612 Phase II Guidelines and a telephone conference conducted with EG6G and NRC representatives on October 14, 1983 to further discuss these comments, we have enclosed an Addendum I to the revised report submitted in Reference (c).

Knighton, Chief Page 2 The Seabrook Safety Evaluation Report (SER) indicated that a condition would be included in the Seabrook OL regarding the PSNH compliance with NUREG-0612 (Phase I and Phase II). The SER (Page 9-10) was worded as follows:

"The Staff will require that a condition be placed in the license requiring that Section 5.1.1 of NUREG-0612 (Phase I) be satisfied before an operating license is issued and requiring that before startup, the Applicant shall havo made commitments acceptable to the NRC regarding the 9-month (Phase II) responses to the NRC generic letter, dated December 22, 1980."

The above SER statement is somewhat confusing. I have interpreted it to mean that the issuance of the OL is contingent upon documentation of satisfactory compliance with Section 5.1.1 of NUREG-0612 (Phast I) and that the OL itself will contain the condition that before some unspecified pcuer level is exceeded, satisfactory compliance with or documented commitments to achieve satisfactory compliance with Sections 5.1.2 through 5.1.5 of NUREG-0612 (Phase II) must be provided.

Assuming that my interpretation of the SER statement is correct and given that a Technical Evaluation Report on the PSNH compliance with NUREG-0612 Phase I has been issued -[ Reference (d)] with only confirmatory items, and that the enclosed Addendum I is responsive to the Technical . Evaluation Report comments on the PSNH compliance with NUREG-0612 Phase II, I believe that the next SER supplement should remove the existing SER statement which recommends an OL condition on heavy load handling at Seabrook Station.

Please contact me if my interpretation of the SER statement is incorrect, or if you feel we have not been fully respansive to either the Phase I or Phase II guidelines of NUREG-0612.
