yJB.GINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 ASME SECTION XI INSERVICE TESTING PROGRAM BEVISED COMMIIMENT REGARDING THE EMERGENCY DIESEL FUEL OIL T.RANSFER PUMP FLOW INSTRUMENTATION On June 14,1990, Virginia Electric and Power Company submitted Revision 6 to the ASME Section XI Inservice Testing (IST) Progtam Plan for Purnps and Valves for North Anna Units 1 and 2. In a subsequent letter (Serial No. 90 368A), dated October 17,1990, we provided supplementalinformation regarding changes to relief requests and equipment modification schedules. This letter is to inform you of additional equipment modifications necessary to install permanent flow instruments on the Emergency Diesel Generator (EDG) fuel oil transfer pumps.

As described in Attachment i to our October 17,1990 letter, several tests have been performed on the EDG fuel o;l transfer pumps using the strap-on type ultrasonic flow instruments. These test results have been evaluated and we have determined that the l

strap on ultrasonic flow instrumentation is unsuitable for use on these pumps due to the low flow / low volume conditions, i.e., the accuracy and repectability of the flow indications are unacceptable per the ASME Section XI requirec,ents. Therefore, an engineering evaluation has been initiated to perform the equipment modification to properly instrument the EDG fuel oil transfer pumps for flow indication.

This evaluation will determine the acceptability of various flow meters as flow instruments for the EDG fuel oil transfer pumps. The flow meters and test arrangement l

currently being installed at Surry Power Station are being considered for use at North l

Anna as part of this evaluatior:. Further engineering analysis will be required in order to adequately prepare the required design change package onco the design has been determined. Based on our current schedule, the evaluation, analysis, and installation of the permanent flow instruments for the EDG fuel oil transfer pumps will be l

completed by March 31,1993.

In the in.terim,*it will be demonstrated on a quarterly basis that the EDG fuel oil transfer pumps are capable of performing their intended function. During the quarterly tests, th,e pumps are able to fill the fuel oil day tanks with the associated emergency diesel I

generator running in addition, other ASME Section XI pump test parameters are measured during the pump run and serve to verify operability of these non-Code l

pumps. These parameters include inlet pressure, differential pressure, and vibration.

l Therefore, operability of the EDG fuel oil transfer pumps for North Anna Units 1 and 2 can be acceptably verified for the interim period until the permanent flow instrumentation can be installed.
