Gentlemen:
On July 11,1991, a conference call was conducted at the request of the NRC Staff to discuss methods being used to establish instrument setpoints at the Brunswick Steam Electric Plant, Units-1 and 2. Carolina Power & Light Company (CP&L) provided general details on the instrument setpoint methodology currently being used, and noted that the methodology contained in ISA Standard S67.04 forms the basis for CP&L's instrument setpoint methodology. The CP&L' participants indicated that a corporate guideline was being prepared that would be applied to all 4
three of CP&L's nuclear facilities for future activities involving instrument setpoints.
The'NRC Staff requested that CP&L provide an informational copy of the completed guideline, when available. As requested by the NRC Staff, attached is a copy of Nuclear Engineering l.
