Dear Sir:

On November 8, 1983, we reported a potential 10CFR50.55(e) deficiency (Lierance (b)] regarding Could Inc., Multi-Pole Circuit Breakers.

It has been determined that this item is reportable under 10CFR50.55(e).

The following information is being filed pursuant to the interim reporting provision of 10CFR50.55(e)(3).

A. Description of Deficiency Gould Inc, has inforud PSNH of a potential product defect in Molded Case 100-Ampere Frames E2, E4, E6, HE4, and HE6 Multi-Pole Circuit Breakers supplied to PSNH by Gould. The defect may cause one of the outside poles of a multi pole circuit breaker to fail to close when switched from the "0FF" to "0N" position.

B. Analysis of Safety Implication If circuit breakers with the subject deficiency were installed in safety-related applications, operation of the circuit breaker may fail to energize or start the safety-related load.

e United States Nuclear Regulatory Commission December 2, 1983 Attention: Mr. Richard W. Starostecki Page 2 C. Corrective Action Taken Gould provided PSNH with the date codes of the suspect circuit breakers.

An inspection of the spare parts inventory and all power panels where such breakers are utilized, was performed to locate any circuit breakers with the suspect = date code.

The results of the inspections showed that no circuit breakers with the suspect date code were installed in er.fety-related panels. Some circuit breakers with the suspect date code were found installed in nonsafety-related panels. There were, however, a number of circuit breakers without any date code found in both safety-related and nonsafety-related panels. Also, within the spare parts inventory, circuit breakers with the suspect date code and no date code were found.

Gould has informed PSNH that they will replace any circuit breakers with the suspect date code and those with no date code with current production circuit breakers. We are proceeding to obtain the replacement circuit breakers from Gould Inc.

We estimate that all affected safety-related breakers will be replaced by June 1984. Region I will be notified upon verification of completion of corrective action.
