ATTACHMENT A DESCRIPTION AND SAFETY ANALYSIS OF PROPOSED CHANGES TO APPENDIX A, TECHNICAL SPECIFICATIONS OF FACILITY OPERATING LICENSES NPF 11 AND NPF 18 Generic Letter 88-01 presents the NRC Staff positions on issues related to Intergranular stress corrosion cracking (IGSCC) near weldments in BWR piping. The generic letter requestod that licen6m s provide responses regarding the Implomontation of these staff positions. In July 1988, LaSailo County Station provided its initial response to Generic Letter 88-01. This submittal was followed by a series of requests from the NRC Staff for additional informntion and supplomontal responsos by CECO (References (b)-(0)). In Referenco (dments f),

LaSalle County Station committed to submit a request for Technical Specification amen required by the Gont :.c Letter. This submittal was made on April 1,1991 in Reference (g). In this response, LaSalle Station took exception to the generic letter requiremont to monitor the containment sump flow rate at least onco por 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />.

The "shiftly" survolilance intervalis defined in Table 1.1 of the LaSalto Station Technical Specifications as "at least once por 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />." There are nu other Survoillanco Requirements (SR) within Section 4.4.3 of the Technical Specifications that require an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> timo interval. Technical Specification 4.4.3 currently contains a Surveillance Requirement to monitor the primary containment sumn flow rate at least once por 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. Current LaSalle Station practico is to perform Technicut Specification "shiftly" surveillances three times daily (onco during each shift: 11;00pm 7:00am,7:00am - 3:00pm, ar.d 3:00pm - 11:00pm). This practico results in the surveillance being performed on averago ovary 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />sl thoreforo, LaSallo Station concluded they were meeting the intentions f the regulrements specified in Generic Lottor 88 01.

Following the submittal of the Inillal Technical Spocification amendmont roquest, 'ho NRC Staff notified CECO that LaSalle's position concerning the surveillanco interval was not acceptable. NRC Staff concerns centered on the implied acceptability of up to a 15 hour1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br /> time interval betwoon performarco of this surveillar ce (12 plus 3 additional hours ellowed by SR 4.0.2). The NRC Staff requestod that a supplomont be provided to roduco tin survollianco period from a maximum interval of 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br /> (12 plus 3 additional hours allowed by SR 4.0.2) to a maximum Interval not to exceed 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. A footnote is added to Toch.1l cal Specification 4.4.3.2.1.b stating that the surveillance will be performed on average onco per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> not to exceed 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and SR 4.0.2 (which allows a 25% extension of a survolliance Interval) will not be applicablo.

CONCLUSION The surveillance timo interval for Technical Specification 4.4.3.2.1.b (for both Unit 1 and Unit 2) !s being amended to a maximum timo interval not to oxceed 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. This amendment is administrativo in nature and has no impact on plant safety. The proposed supplomont does not constitute a change to the facility or the operation of the facility as described in the UFSAR. These revisions do not adversely affect any of the accident Initiators or Initial assumptions used in the plant accident analyses.
