Dear Mr. Leavitt:
This notification confirms the telephone conversation held on August 27, 1991 between you and Mr. Christopher Bailey of NUSCO Environmental Programs Department."
A crack was discovered in the 16" header pipe on the screen wash systa un Millstone Unit No. 3.
This will necessitate the removal of the screen wast system from service for approximately two weeks so that a repair can be made.
During the repair, it will nut be possible to operate the condenser circulation pumps for Unit No. 3.
During this time, it may be necessary to discharge waters from three of the unit's dischatge.
The NPDES permit (NPDES No. CT0003263) require that a minimum of two condenser circulation pumps be in service at the time of discharges.
The discharges are DSN 0010-2, Unit No. 3 Waste Test Tank Discharge; DSN 001C-1(a), Unit No. 3 Steam Generator Secondary Side Wet Layup Drainage; and DSN 001C 9, Unit No. 3 Noncontaminated Closed Cooling Water System Drainage.
- NUSCO, in accordance with subsection (q) of Section 22a 430-4 of the Regulations of Connecticut State Agencies, hereby requests a variance from the conditions specified in the Millstone NPDES permit.
Although during the repair period it will be impossible to operate two condenser circulation pumps from Unit No. 3, a minimum of four condenser circulations pumps from Units No.
'i 1 and 2 will be kept in service during any discharge from DSN's 001C-2, 0010-1(a),or0010-9. This will supply a minimum dilution flow of 962,700 GPM as compared to 300,000 GPM supplied by two Unit No. 3 condenser circulation pumps.
