This letter is submitted in reference to telephone conversation between Mr. David A. Axt, of Northem States Power (NSP) and Mr. Michael S. Warren, Nuclear Regulatory Commission-NRR (OSRE) on 9 March and again on 7 Apnl 1995. The following constitutes a modification to NSP's original corrective action response to the OSRE, dated March 4,1994.
In the 9 March discussion, Mr. Axt relayed to Mr. Warren that, after furthe: review of NSP's initial response to the OSRE's weapons training concems, it was determined NSP's corrective action response did not sufficiently address the undertying root causes. Attachment A is provided to clarify and support NSP's modified corrective action response. In the / April conversation, Mr. Axt discussed and recommended an alternative approach to meeting the commitment of having a specified, minimum number of dedicated armed responders held within the " interior" of the facility. Attachment B is provided to clanfy and support NSP's modified corrective action response to this concem. NSP's corrective action responses to other OSRE report concems remain unchanged.
The enclosed materialis classified as Safeguards information in accordance with 10 CFR, Part 73.21 and should thereforo t'e protected as required therein. Attached Safeguards Information should not be subject to public disclosure or inspection.
