Nuclear Regulatory Commission (NRC or the Commission) is considering issuance of an amendment to facility Operating License No. OPR-16 issued to GPU Nuclear Corporation, et al. (the licensee), for operation of the Oyster Creek Nuclear Generating Station, located in Ocean County, New Jersey.

The proposed amendment would revise the Technical Specifications Table 4.15-F, Items 2a and 3a. regatding the channel-functicnal test requirements for the Main Stack and-Turbine Building Vent Radioactive Gaseous Eifluent tionitoring Systems.
Tne proposed amendment is ir cccordance with CPU Nuclear Corporation's application-dated April 25, 1991.

j The Commissiun has completed its evtluation of the proposed revisico to the Technical Specifications Table 4.15-2, Items Ea and 3a regarding the channel functional test requirements for the Vain Stack and Turbine Puilding Vent Fadioactive Gaseous Effluent honitoring Syster s.
Based on its review, the Comnission concludes that1tte proposed changes are acceptable.
The_f;FC staff has determined that the propo'.ed changes do not alter any initial conditions assun:ed for the design basis accidents previously 2
evaluated nor: change operation of safety systems utilized to mitigate the tc3ign basis accidents.
The proposed changes do not increase the probability or :nnsequences of accidents, tic changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure. Accordingly, the Commission / concludes tt5t the proposed action would result in no significant radiological environmental impact.
With regard to potential nonradiological impacts, the proposed changes to the Technical Snecifications involve components in the plant which are located within the restricted area as' defined in 10 CFR Part P0.
They do not affect nonradiological plant effluer.ts and have na other environmental impacts.
.Therefore, the Commission concludes that there are-no significant nonradiologicel impacts associated with the proposed amendment.
