1.0 Introduction in May of 1994, Seabrook's third refueling outage, Steam Generators B and C j

were inspected. This was accomplished in accordance with Seabrook Station Technical Specification 4.4.5. This report presents the results of the inspection pursuant to Technical Specification 4.4.5.5.b.

The following results are presented:

e The number and extent of tubes inspected, e

The location and percent of wall-thickness penetration for each indication of an imperfection.

e Identification of tubes plugged.

I Seabrook Station is a Westinghouse four-loop pressurized water reactor with Model F steam generators. The generators are U-bend heat exchangers with j

tube bundles fabricated using thermally treated Inconel 600 tubing. Each tube is identified by a row and column number; there are 59 rows and 122 columns in each steam generator for a total of 5,626 tubes. Nominal tube OD is 0.688" l

with a 0.040" nominal wall.

l The Technical Specifications require a tube to be plugged when tube wall-loss

)

equals or exceeds 40% of nominal wall. Only one tube was required to be plugged as a result of eddy current inspection. There were also five inconel 600 plugs that were removed and replaced with inconel 690 plugs, pursuant to NRC Bulletin No. 89-01 and Westinghouse WCAP-12244. In accordance with the plug lifetime projection of WCAP-12244, only the hot leg plugs were replaced.

3 2.0 Eddy Current Proaram j

The inservice inspection of ste_am generators B and C was conducted by j

Westinghouse Electric Corp. The data acquisition and analysis was conducted In accordance with the ASME Code, Seabrook Station Technical Specifications j

and procedures, Westinghouse procedures and applicable Technique Sheets, j

and the Seabrook Steam Generator Eddy Current Data Analysis Guidelines Manual.

j The hardware and software that was utilized during this inspection consisted

l The inspection was performed using both bobbin coil and motorized rotating i

pancake coil (MRPC) techniques. The bobbin coil technique was used to I

determine the amount of tube wall thickness loss to identify degraded tubes.

The MRPC supplemental technique was used to resolve indications where wall-loss could not be quantified or where relevancy could not be established.

Where MRPC was performed, those tubes were only tested at the locations of the specific indications in question.

The sample plan for selection of tubes for bobbin coil eddy current examination i

was in accordance with the EPRI Guidelines (NP-6201 Rev. 2). The sample i

exceeds that required by the Technical Specifications and Regulatory Guide 1.83. Over 40% of the tubes in generators B and C were tested full length.

This will satisfy the EPRI recommendation that 100% of the tubes in all four generators be tested over five consecutive outages. Additionally,103 tubes j

in generator B and 103 tubes in generator C were tested for the cold leg straight length and U-bend to complete those tubes that were tested on the hot leg straight and U-bend portions in 1991, in addition, all tubes with reported j

indications of 20% and greater wall-loss and any reported tubes with 3

anitvibration bar (AVB) wear, regardless of wall-loss, from previous eddy j

current inspections were examined.

The pattern for the inspection program included all periphery tubes in the tube i

l bundle, almost all tubes in assorted columns from row number 1 to 28, and all tubes in row 29 and higher that were not tested in 1991. This last group was included.with the intent to identify degraded tubes in the region that is more susceptible to antivibration bar (AVB) wear early in the generator's life.

Bobbin test data was recorded at four frequencies in both differential and 1

absolute modes. MRPC data was recorded at four frequencies in the absolute 4

mode only. All test data was recorded onto optical disks for analysis.

i Eddy current data was independently analyzed by primary and secondary reviewers supplied by Westinghouse Electric Corp. Primary and secondary analysis was conducted remotely by phone link at the Westinghouse Waltz Mill 3

j site. Any discrepancies were resolved by resolution analyst shift supervisors i

who were stationed at Seabrook. All analysts were trained either on site at Seabrook or at Waltz Mill to the Seabrook Steam Generator Eddy Current Analysis Guidelines Manual and were given a written specific examination and a practical examination consisting of typical Model F Indications on several reels l

j of sample data.

The YNSD Eddy Current Level lli performed surveillance on the contractor and reviewed results of selected bobbin eddy current inspections and all MRPC inspections.

The Level 111 also reviewed all procedures, guidelines, and conducted training and qualification programs prior to inspections.

3.0 Eddy Current Testina Results t

l The results of the bobbin coil inspections are presented in Tables 1 and 2.

Using the Technical Specification criteria, the flaws can be categorized as follows:

than 40% wall-loss. The majority of these signals are probably associated with j

nonrelevant imperfections, but are grouped with degraded tubes for i

conservatism. Imperfection means an exception to the dimensions, finish, or i

contour of a tube from that required by fabrication drawings or specifications.

Eddy current indications below 20% wall-loss, if detectable may be considered as imperfections. Imperfections can be divided into two groups: (1) relevant 4

wall-loss signals of flaws and (2) other relevant indications.

The types of indications found as a result of the eddy current examination are f

l summarized on the next page. The number of tubes, as listed, does not j

necessarily reflect the number of indications, eg. multiple indications may be j

found in a single tube.

l Of the above groups of indications, the only one that appears to be service i

related is the group of tubes with AVB wear. AVB wear in the Seabrook steam generators is consistent with other plants' experience with Model F steam generators. It is interesting to compare the 1994 inspection results with the 1991 results, the last time steam generators B and C were inspected. The j

1 average increase of indications identified in both 1991 and 1994 was only 3.8%.

This average increase of 3.8% over three operating years is not significant and will not affect generator operability over the next two cycles.

4 The defective tube which was then plugged exhibited a wallloss of 55%. This tube had not been inspected since the baseline examination.

As of the 2

completion of the 1994 inspection all tubes in rows 29 and higher in all four steam generators have been inservice examined over the first three refueling outages. AVB degradation is rarely found in lower rows. Therefore, most of the tubes exhibiting this phenomenon have been identified and will be monitored in future inspections.

1 PLUGGING Only one plug was installed as a result of the 1994 inspection. However, five plugs were replaced in order to address Bulletin No. 89-01 and Westinghouse WCAP-12244.

In accordance with the plug lifetime projection of WCAP-12244, only the hot leg plugs were replaced.

CONCLUSION The inspection of the Seabrook steam generators in 1994 revealed service related degradation from antivibration bar wear. This data is consistent with industry Model F experience and EPRI identification of AVB wear as the only active mechanism in Model F steam generators.

No action relative to mo'derating this condition can be recommended. No other service related mechanisms were identified. Only one tube was required to be plugged in accordance with the Technical Specification plugging limits.
