4 3/4.8 ELECTRICAL POWER SYSTEMS BASES The OPERABILITY of the A.C. and D.C. power sources and associated distribution systems during operation ensures that sufficient power will be available to supply the safety related equipment required for 1) the safe shutdown of the facility and 2) the mitigation and control of accident conditions within the facility. The minimum specified indepen-dent and redundant A.C. and D.C. power sources and distribution systems satisfy the requirements of General Design Criteria 17 of Appendix "A" to 10 CFR 50.
The ACTION requirements specified for the levels of degradation of the power sources provide restriction upon continued facility operation cont.ensurate with the level of degradation.
The OPERABILITY of the power sources are consistent with the initial conditien assumptions of the accident analyses and are based uoan maintaining at least one of each of the onsite A.C. and D.C. power sources and associated distribution systems OPERABLE during accident conditions coincident with an assumed loss of offsite power and single failure of the other onsite A.C. source.
The OPERABILITY of the minimum specified A.C. and D.C. power sources and associated distribution systems during shutdown and refueling ensures that 1) the facility can be maintained in the shutdown or refueling condition for extended time periods and 2) sufficient instrumentation and control capability is available for monitoring and maintaining the facility status.

a INSERT A:
b)
With less than the above minimum required A.C. electrical power sources OPERABLE for the perforgance of Surveillance Requirement 4.8.1.1.2.d.1 on No.12 cmergency diesel generator:
1)
Verify either two 500 kV offsite power circuits or a 500 kV offsite power circuit and the 69 kV SMECO offsite power circuit are available and capable of being used. This availability shall be verified prior to removing the OPERABLE emergency diesel generators and once per shift thereafter, 2)
Suspend all operations involving CORE ALTERATIONS, positive reactivity changes, movement of irradiated fuel and movement of heavy loads over irradiated
- fuel,
.4 3)
IIave established containment penetration closure as identified in Specification 3.9.4, 4)
An emergency diesel generator shall be OPERABLE and aligned to provide power to the emercency busses within seven days.
5)
Within two weeks prior to the planned unavailability of an OPERABLE emergency diesel generator, a temporary diesel generator shall be demonstrated available.
6)
A temporary diesel generator shall be demonstrated available by starting it at least once per 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.
7)
If ACTIONS b) I through b) 6 are not met, restore compliance with the ACTIONS within 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
or restore an OPERABLE emergency diesel generator within the next 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
.
The provisions of Action b) are no longer applicable following the installation of two additional emergency diesel generators.

INSERT B:
The ACTION requirements for LCO 3.S.I.2 and 3.8.2.2 are associated with the performance of Surveillance 4.S 1.1.2.d.1 on No.12 EDG with Unit 1 shutdown and Unit 2 at power. This requires that No.11 EDG be aligned to Unit 2. The actions speciDed reduce the probability of a loss of offsite power by requiring the availability of two offsite power circuits. A temporary dicsci is available which has sutGeient capacity to carry all required shutdown loads. This ACI'lON only applies to the performance of Surveillance 4.8.1.1.2.d 1 on No.12 EDO.
Performance of Surveillance 4.8.1.1.2.d.1 an No.11 EDG would not violate the LCOs for 3.8.1.2 and 3.8.2.2 because the No.12 EDG may be aligned to either unit.
