This letter withdraws four License Amendment Applications (References 1 ,

through 4) which have been superseded by our TSIP submittal (Reference 5). 1 L References 1 through 4 submitted Proposed Change Numbers (PCNs) 364, 416, 420, l and 428. Since submittal of these PCNs, the Southern California Edison (SCE) l Company has submitted PCN 299, Technical Specification Improvement Program.  !

PCN 299 incorporates, and in 5. ne cases supersedes, each of these four PCNs.  !

NRC approval of SCE's requested changes will therefore occur as part of the NRC's approval of PCN 299.
