On March 20,1995, the NRC published a proposed revision of the NRC fee schedule for Fiscal Year (FY) 1995 in the Federal Register and requested comments. The comments in this letter are submitted by Arizona Public Service Company (APS) for  !

your consideration.

APS is encouraged by the NRC's efforts to reduce its unnecessary costs and to provide a more equitable fee schedule. The burden of NRC costs borne by power reactor licensees has been inequitable for some time, and efforts to achieve a more balanced arrangement are gratifying. Nevertheless, additional efforts are needed. A substantial portion of NRC's costs borne by power reactor licensees are still related to  ;

activities that provide no direct benefit to power reactor licensees or their customers. ,

APS encourages the NRC to: 1) actively request legislative relief that removes the i requirement for 100% recovery of its budget, and 2) absent obtaining that relief, the NRC should proceed quickly to negotiate agreements that would allow recovery of expenses from government agencies such as the Department of Energy and Department of State. ,

costs and in attempting to provide a more equitable fee schedule. However, it is l important to continue those initial efforts.  ;

APS endorses the comments that are being submitted for the industry by the Nuclear Energy Institute (NEI). j i
