The boron capability required below 200'r 18 based upon providing a

% Ak/k SilVTDOWN MARGIN af ter xenon decay and cooldown f rom 200'r to 140'r.

This condit ton requires either borated water f rom the refueling l

water tank or boric acid solution from the boric acid makeup tank (s) in nccordance with the requirements of Specification 3.1.2.7.

The contained water volume limits includes allowanco for water not t

available because of discharge line location and other physical

- characteristics.

The 61.370 gallon limit for the refueling water tank is based upon hnving an indicated 1cvel in the tank of at least 7. n.

The OPERAltiblTY of one boron injection system during REFL'ELING ensures that this system is nynilable f or react ivity control while in MODE 6.

The limits on contained water volume and boron concentration of the RWT also ensure a pH value of between 8.8 and-11.0 for the solut ion r ecirculnt ed within cont ainment af t er a LOCA.

This pH band minimizes the evolution of iodine and minimizes the effect of chloride snd caustic stre n-torronton on mechnnical systems and components.

statement associated with trippable but small misalignments of CEAs permits a one hour time interval during which attempts may be made to restore the CEA to within its alignment requirements.

The one hour time ilmit is sufficient to (1) identify causes of a misaligned CEA, (2) take appropriate corrective action to realign the CEAs and (3) minimize the cffects of xenon redistribution. problems may also cause more than one control rod to be irnmovable where the cont rol rods continue to bc trippable. With trippable but multiple inoperable rod,; the alignment I

limits and the restriction on THERMAL POWER in accordance with the l

provisions-of Specification 3.1.3.6 for insertion limits, assures fuel rod j

integrity during continued operation.

These provisions are sufficient to allow 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to restore the inoperable rods to operable status when it

is confirrned that the cause of the irnmovnble rods is an electrical problem in the rod cont rol system or an elect rical or mechanical problem with the l

rod stepping rechanism exclusive of the rod holding coil that must function for a reactor trip.

In such cases, the control rods will i

continue to be capable of fulfilling their primary safety function.

1he OpCs provide protection to the cc.e in the event of a large misalignment (? 19 inches) of a CEA by applying appropriate penalty i

factors to the cniculation to account for the misaligned CEA.

However, this misalignment would cause distortion of the core power distribution, j

T h i e, distribution may, in turn, have a significant ef fect on 1) the available SHUTDOWN MARGINS 2) the t ime dependent long term power i

distributtons relative to those used in generating LCOs and LSSS i

setpoints, and 3) the ejected CEA worth used in the safety analysis.

Therefore, the ACTION statement associated with the large misalignment of i

a CEA requires a prompt realignment of_the misaligned CEA.

The ACT30N statements applicable to trippable but misaligned or l

inopeinble CEAs include requirements to align the OPERABLE CEAs in a given group with the inoperable CEA.

Conformance with these alignment requirements brings the core, within a short period of time, to a i

configuration consistent with that assumed in generating LCO and LSSS set points. - llowever, extended operation with CEAs significantly inserted

in the core may lead to perturbations in 1) local burnup, 2) peaking i

- factors and 3) available SHUTDOWN HARGIN which are more adverse than the

[

conditions assumed to exist in the safety analyses and LCO and LSSS setpoints determination.

Therefore, time limits have been imposed on operation with inoperable CEAs to preclude such adverse conditions from developing.

[

Operability of at least two CEA position indicator channels is required to determine CEA positions and thereby ensure compliance with the CEA alignrnent and insertion limits.

The CEA " Full In" and " Full Out" l

limits provide an additional indepandent means for determining the CEA l

positions when the CEAs are at either their fully inserted or fu'ly withdrawn positions.

Therefore, the ACTION statements applicable to

[

inoperable CEA position indicators permit continued operations when the i

positions of CEAs with inoperable position indicators can be verified by the " Full In" or " Full Out" limit s.
