In response to IE Bulletin 83-06 and IE Notice 83-07, the Supply System has l

researched WNP-1/4 Project records and requested the same of contractors, to determi ne if materials supplied by Tube Line are used at WNP-1/4.

No instances of stainless steel material supplied by Tube Line were founi. As di scussed below, only two contractors supplied Tube Line carbon steel material. The possibility of Tube Line material being supplied through other material suppliers was included in all the investigations.

Transamerica Delaval, Contract 9779-53 for the supply of two emergency diesel generators per

plant, was the only prepurchased equipment contractor identified as having supplied Tube Line material. At WNP-1 there are 19 ASME Section III piping spools in the diesel jacket water and diesel lube oil systems that contain Tube Line material.

The potentially defective material l

consists of one heat of SA 234-WPB, 8" x 6" Schedule 40 concentric reducers l

(Heat #CGY, 10 pieces) and one heat of SA 234-WPB 6",

Schedule 40, Long Radius Ells (Heat #CJB, 25 pieces).

A nonconformance report (1-BNCR-53-08) has been written identifying the nonconforming material.

The disposition of the nonconformance will be to cut out one item of each heat and conduct chemical and physical testing including verification of heat treat condition to verify the material conforms to SA 234-WPB.

If the material conforms to the specification, the remaining items will be left in the system.

If the material does not conform to the specification, all items of that heat will be cut out and replaced.

r Mr. John B. Martin IE Bulletin 83-06 Page 2 At WNP-4, there are four ASME Section III, Class 3 starting air tanks built by PX Engineering for Delaval.

Each tank has a drain with a 1" XH SR 90 Elbow (Heat # CQO, 4 pieces) that is supplied by Tube Line. A nonconformance report (4-BNCR-53-05) has been written identifying the nonconforming material.

Due to the WNP-4 termination status the NCR disposition will not be made until the ultimate use of the four tanks are determined.

If the tanks are to be used as ASME III tanks, the disposition will be as above.

Cosco, the fire pr.otection contractor, was the only construction contract identified as having received Tube Line material.

As the fire protection system is required to meet the applicable portions of 10CFR50 Appendix B and not the ASME program requirements, the Tube Line material (over 200 pieces) supplied by Cosco has Certificates of Compliance to the applicable ASTM standards rather than Certified Material Test Reports (CMTR's).

The potentially deficient Cosco material consists of A105 Grade C flanges and other pipe fittings at WNP-1 only.

A nonconformance report (1-BNCR-217-20) has been written to identify the potentially deficient material. A semple of each type of fitting will be tested to verify conformance to the applicable material specification.

If the material does not conform to the specifica-tion, the Tube Line material of the type of fitting which failed will be replaced.

In summary, a testing program to verify the acceptability of the Tube Line materials at WNP-1 is required.

This program will not be implemented until construction restart. The disposition of the applicable WNP-4 tanks will not be determined until the WNP-4 Project determines their ultimate use.

Two man months of Supply System effort were involved in the response to this Bulletin. Additional effort will be expended before the problem is resolved.

In addition, there was considerable effort expended by the construction manager, architect engineer, and contractors in researching material data.
