U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region V 1450 Maria Lanc, Suite 210 Walnut Creek, California 94596-5368 Attention: Mr. J. B. Martin, Regional Administrator

Dear Sir:

Subject:

Docket Nos. 50-361 and 50-362 Prompt Report San Onofre Nuclear Generating Station, Units 2 and 3 Pursuant to License Condition 2.G to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides written confirmation of our notification to the NRC on November 23, 1983, of reportable occurrences asscciated with the fire protection program.

License Conditions 2.C.(14)a and 2.C(12)a of Operating Licenses NPF-10 and NPF-15, respectively, require that SCE maintain in effect and fully implement the Fire Protection Plan as delineated in the Fire Hazards Analysis (FHA). During a review of Nonconformance Reports (NCR's) and draft FHA license amendment documents, it was determined on November 22, 1983, that some of the deficiences identified in the NCR's and license amendment documents may have violated the FHA. Our investigation into these NCR's and license amendment documents is continuing.

Licensee Event Report (LER)83-127 (Docket No. 50-361) reported inoperable fire rated assemblies for which Technical Specification Limiting Condition for Operation (LCO) 3.7.9, Action Statement

'a', was invoked and satisfied. These inoperable fire rated assemblies were incorporated into six NCR's, and during our review of the NCR's and license amendment documents, described above, we determined that the six NCR's of LER 83-127 may also be in violation of the FHA.

Mr. J. B. Martin November 23, 1983 SCE believes that it is not the intent of License Condition 2.G to require the reporting of incidents such as these and are

. seeking clarification from NRR. A 14-Day Follow-Up Report will be submitted by December 7, 1983.

If you have any questions regarding the above, please so advise.

Sincerely, Yh &
