AND AMENDMENT NO. 24 TO FACILITY OPERATING LICENSE DPR-79 TENNESSEE VALLEY AUTHORITY INTRODUCTION The licensee requested in letters dated March 15 and 16,1983, several changes to Sequoyah, Units 1 and 2, Technical Specifications. One would delete the cable spreading room from the list of creas that require the low pressure carbon dioxide system to be operable. Another request would change the fre-quency for auditing the Physical Security Plan and Site Radiological Fmergency Plan.
A request was also made to change the responsibility for signing manage-ment directives.
EVALUATION The primary means of fire protection for the cable spreading room is an autonatic preaction type sprinkler system which provides complete, area-wide coverage. Sprinklers are installed at the ceiling and at an intermediate level throughout the room. The secondary means of fire protection' consists of a manual hose station to be used by the plant fire brigade.
Additional protection includes an area-wide automatic fire detection system and portable fire extin-guishers. These measures alone are sufficient to comply with Section D.3 of Appendix A to BTP ASB 9.5.1.
Because both the primary and secondary means of fire protection would be active and because of the early fire warning capability provided by the fire detection system the deletion of the CO, system does not significantly decrease the level of fire safety.
We conclude that the deletion of the CO system in 2
the cable spreading room is acceptable.
The licensee proposed Technical Specification changes with respect to the frequency of auditing the Physical Security Plan and Site Radiological Emergency Plan to once per 12 months instead of every 24 months to be consistent with 10 CFR 50.54(t) and the NRC Standard Technical Specifications. Auditing of the safeguards contingency was added to the list and it will be carried out every 12 months. Also, a change in delegation, as specified in the Technical Specifi-cations was requested to allow the Director of TVA's Division of Nuclear Power.

. ENVIRONMENTAL CONSIDERATION We have determined that the erendments do not authorize a change in effluent types or total amounts nor an increase in power _ level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4),
that an environmental inpact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of the amendments.
CONCLUSION The Commission made a proposed determination that the amendments involve no sirrificant hazards consideration (SHC) which was published in the Federel Register (48 FR 38382) on August 23, 1983, and consulted with the State of Tennessen. No public comments were received and the state of Tennessee did not have any comments.
We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
