ENCLOSURE 2 DESCRIPTION AND SAFETY EVALUATION TS 174 SUPPLEMENT 1 A proposed amendment to the Browns Ferry technical specifications for units 1, 2, and 3 is being made. Section 6, Administrative Controls of the Technical Specifications, contains information and descriptions of TVA's management organization. TVA proposes to modify figure 6.1-1 depicting the Office of Power organization for operation of nuclear plants by adding the level of management be tween the director of the Division of Nuclear Power (NUC PR) and the power plant superintendent, and by adding significant levels of management under NUC PR that directly support the operation of the plant. These modifications do not reflect a change in management organiz a tion. They are being proposed to reflect the current management levels in more detail.

_F_imure 6.1-2. name 362 - units 1 and 2: vane 392 - unit 3 This figure reflects the organization of the plant. The proposed change simplifies and corrects the organization. In IE Inspection Report 50-259/82-34. -260/82-34, -296/82-34, the fact that this figure is not current and needs to be updated was listed as an open item.

In the figure numerous groups are shown without indica tion of functional l and/or reporting lines of authority and responsibility. Ra th e r, they are described by the note as being assigned to the superintendent or an assistant. Representa tion of these groups in that manner has the advantage of requiring less f requent update revisions of the figure to reflect correct organization. We believe the reflection of plant organization a s depicted in proposed figure 6.1-2 is adequate f or purposes of technical specifications, l _ _

Finure 6.3-1. name 364 - units 1 and 2: name 394 - unit 3 The proposed change removes the ref erence to the use of clock registers by the plant fire watches during their roving patrols. The proposed change is an update of the specification. The current specification states that the clock registers will be used until all planned fixed fire suppression systems are installed and operable. Because that condition has been achieved it is appropriate to update the specification by removing the ref erence to the use of the clock registers. The proposed change has no adverse impact on safe operation of the plant.

Figure 6.3-1 now also reflects that the Fire Program is under the responsibility of the Assistant Plant Superintendent (Operations). This notation is needed because there are now two a ssistant superintendents.

ENCLOSURE 3 DE17.RMINAT10N OF NO SIGNIFICANT HAZARDS (IVA B14iP TS 174 SUPPLEMENT 1)

BROWNS FERRY NUCLEAR PLANT Basis for Proposed No Sianificant Hazards Consideration Determination The Nuclear Regulatory Commission has provided guidance concerning the application of the standard for determining whether a significant hazards consideration exists by providing certain examples as published in the Federal Register, vol um e 4 8, pa ge 14 87 0 ( 4 8FR 14 87 0) . The examples of actions involving no significant hazards consideration includes: 'a purely administrative change to the technical specifications; for e example, a change to achieve consistency throughout the technical specifications, a correction of an error; or a change in nomenclature.'

The changes proposed in TS 174 Supplement 1 are encompassed by this example in that f igure 6.1-1 is being upda ted to reflect the current organization for operation and maintenance of TVA's nuclear plants. The proposed changes to figures 6.1-2 and 6.3-1 are also encompassed by the example since the revisions reflect current plant organization and fire protection organization (in plant), respectively.

Therefore, since the applica tion for amendment involves proposed changes that are similar to examples f or which no significant hazards consideration exist, we have made a determina tion that the applica tion for amendment involves no significant haz ards considera tions.
