VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of a change to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anna Unit Nos. I and 2. The proposed change is enclosed.

The proposed Technical Specification change will add the words Reactor Coolant System to describe challenges to the PORVs or safety valves referenced in Technical Specification 6.9.1.6. The proposed change provides consistency within the Technical Specifications and also clarifies the reporting of challenges to the Reactor Coolant System PORVs or safety valves in the Monthly Operating Report. The proposed Technical Specification change for North Anna Unit No. 1 is provided in Attachment 1. The proposed Technical Specification change for North Anna Unit No. 2 is provided in Attachment 2. A discussion of the proposed Technical Specification change is provided in Attachment 3.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59.

This proposed change does not pose a significant hazards consideration as stated in the Federal Register, dated April 6, 1983, Page 14870, Example (i);

a purely administrative change to the Technical Specifications: for example, a change to achieve consistency throughout the Technical Specifications.

Since this request is administrative in nature, a Class II license amendment fee is required for Unit 1, and a Class I license amendment fee is required for Unit 2. Accordingly, a voucher check in the amount of $1,600 is enclosed in payment of the required fees.
