DOCUMENTATION OF TELECON NRC UULLETIN 90-01 HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 The purpose of this letter is tv document a telecon between PSE&G and NRC personnel which occurred on August 2, 1991.
The telecon was initiated by PSE&G to reque:t relief from a commitment made in response to Bulletin 90-01.
In NLR-N90194 dated October 18, 1990, PSE&G committed to replace seventeen specific Rosamont transmitters within six months of the third refueling outage for the Hope Creek Generating Station.
This supplemental commitment was in addition to the commitments made in our original response to Bulletin 90-01.
If performed during power operation, replacement of six of the seventeen transmitters creates a risk to the plant with little associated safety benefit.
Specifically, replacement of the subject transmitters would place the plant in a half scram or half isolation condition thereby increasing the risk of an inadvertent scram or group isolation and potentially challenging safety systems.
During the telecon, PSE&G requested modification to the commitment and proposed to defer replacement of the identified six transmitters until the first unit outage of sufficient duration to allow replacement of the transmitters.
The other eleven transmitters have been replaced in accordance with our original commitment.
PSELG has and will continue to monitor the performance of these transmitters through an enhanced surveillance program in accordance with prior commitments.
No indication of abnormal trends in operation of these devices has been noted.
The basis for continued operation has been updated to reflect the additional time in service.
