s-JP0/HBT/RLC November 18, 1983 Duke Power Company Oconee Nuclear Station Response to IE Bulletin 83-06 Duke Power has reviewed the information provided by the Bulletin and has determined that the only Tube-Line material supplied to Oconee is installed in the Unit 3 Auxiliary Feedwater System.

This Bulletin requires the following actions for ASME Code materials furnished by Tube-Line which are installed in safety-related systems in operating plants.

Provide a list of the T-L supplied materials and identify the systems a.

in which the materials are installed.

- 12, three inch raised face, weldneck flanges

- 4, six inch weldend caps

- 2, six inch tees All of these materials are carbon steel and are installed in the Oconee Unit 3 auxiliary feedwater system header which is connected to the steam generators.

b.

Implement a program as discussed in 2b or 2c of the Bulletin.

Duke has completed an analysis that demonstrates the stresses in the auxiliary feedwater system do not exceed the yield strength of the flange material.

Samples from the same heat numbers as those installed at Oconee show that the physical properties of the caps and tees are equal to or better than the ASME code requirements.

The flanges were specified as ASME SA-105.

The requirements for yield strength at ambient temperature is 36 KSI and tensile strength at ambient temperature is 70 KSI. The worst case sample tested by Babcock and Wilcox or Tube-Line exhibited a yield strength of 31.1 KSI and a tensile strength of 59.8 KSI.

The stress analysis of the Auxiliary Feedwater System was based on the Code of Record for Oconee 3, i.e., 1967 USAS B 31.1 Code. There are six three inch WNRF flanges per steam generator. The flanges are located on the risers that lead to the Auxiliary Feedwater Steam Generator Nozzles.

Three methods of analysis were utilized to evaluate the subject flanges.

First, the 1967 Edition of the USAS B 31.1 Code was investigated for flange acceptability requirements.

Second, the 1974 ASME Code Sections III and VIII were utilized to perform an evaluation of the subject flanges.

Third, the 1980 ASME Code Section III was utilized to perform an evalua-tion of the subject flanges.

Based on the results of this analysis, the auxiliary feedwater system is considered to be operable.
