Nine Mile Point Unit 2 Docket No. 50-410 NPF-69 Gentlemen Niagara Mohawk Power Corporation hereby transmits an Application for an Amendment to Nine Mlle Point Unit 2 (NMP2) Operating License NPF-69.
Also enclosed is.the proposed change to the Technical Specifications set forth in Appendix A to the above-mentioned license.
Supporting information and analyses demonstrating that the proposed change involves no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.
The proposed change is to Technical Specification Section 3/4.9.6, '" Refueling Platform", and is to increase the.ormal uptravel limit by six (6) inches for the main and auxiliary hoists on the Refueling Platform. The net result of this proposed change vill be-to allow fuel assemblies to be lifted up to six (6) inches higher than currently allowed.
This proposed change has no safety or environmental significance. The basis for concluding that this request does not involve a significant hazards consideration is included as Attachment B of our application.
Niagara Mohawk requests that'this amendment be processed by November 15, 1991,
-to allow us sufficient time to complete hardware and procedure modifications needed to support the NMP2 1992 Refueling Outage.
' Pursuant _to 10 CFR 50.91(b)(1), Niagara Mohawk has provided a-copy of this L-license amendment request and the associated analyses regarding no significext hazards consideration to the appropriate state representatives.

OPERATING LICENSE

Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests that Section 3/4.9.6 as set forth in Appendix A to that License be amended.
The proposed change has been revieved in accordance with Section 6.5 of the Technical Specifications.
The proposed change to the Technical Specifications is set forth in Attachment A to this application. The change is to increase the Refueling Platform main and' auxiliary hoist uptravel stops (limits) from 7 feet 9 3/4 inches to 7 teet 3 3/4 inches (measured from the Fuel Grapple hook to the bottom of the platform rai.s). This change vill allow fuel bundles to be caised up to six l
. (6) inches higher than currently allowed.
The proposed change would not authorize any chango in the types of effluents l1 or in the authorized power level of the facility.
