Dear Mr. Weber:
This letter submits proposed changes to the Fort St. Vrain (FSV) Decommissioning Technical Specifications (DTS), to rcilect organizational changes at Public Service Company of Colorado (PSC), and to incorporate several editorial corrections that had previously been discussed with the NRC.
PSC has recently undertaken a corporate restructuring and, in addition, is preparing to repower the site with natural gas-powered combustion turbines and heat recovery boilers.
As part of these projects, various organizational changes are being made that impact the membership of the Decommissioning Safety Review Committee, as described in DTS Administrative Control 5.3.1.
