Dear Mr. Keppler:
This letter serves as an interim report pursuant to 10CFR50.55(e) concerning silver plated stainless steel capstan springs used in model PSA 1 and PSA 3 mechanical snubbers manuf actured by Pacific Scientific Company.

Pelke of your office was first notified on October 20, 1983, by Mr. E. Riley of The Cleveland Electric Illuminating Company that this problem was being evaluated.
This report contains a description of the deficiency, corrective action, and the planned date for our final report.
Description of the Deficiency The Cleveland Electric Illuminating Company (CEI) received information from Pullman Power Products (PPP), our supplier of snubbers under our procurement specification SP527, that defective capstan springs were found in certain PSA-1 and PSA-3 mechanical snubbers.
We were informed that during testing of the PSA-1 snublers at Union Electric's Callaway station, several capstan springs had visual cracks in the " tang area".
Initial metallurgical tests indicated spring cracking occurred because of stresses induced during spring forming which caused hydrogen cracking during subsequent silver plating.
Corrective Action Power Piping Company, the PPP subvendor, has supplied a list identifying all PSA-1 and PSA-3 snubbers designated for use at PNPP.
The list identifies those shipped to PNPP and those still in Power Piping Company-Pittsburgh storage area.

Mr. Jcmea G. Keppler November 17, 1983 t-Pacific Scientific Company (PSC), the snubber manufacturer, has directed that all affected snubbers must be inspected and repaired.
Inspection will include removal of springs to facilitate examination for tang cracks by use of magnetic particle or liquid penetrant nondestructive examination.
CEI has directed PPP to replace or repair all affected snubbers.
After each snubber is examined and reassembled, it will be tested to assure that it is working properly. Testing will be performed per requirements of the snubber manufacturer, PSC.
Planned Date for Final Report It is our intention to submit a final report on this subject by March 1,1984.
This date will permit completion of the examination, evaluation and replacement of capstan springs where necessary.
