Dear Mr. Keppler:
This letter serves as an interim report pursuant to 10CFR50.55(e) concerning Drywell Airlock Door Seals furnished under procurement specification 669 by Newport News Industrial, Virginia.
Mr. P. R. Pelke was first notified on October 20, 1983, by Mr. E. Riley of The Cleveland Electric Illuminating Company that this problem was being evaluated.
This report contains a description of the deficiency, corrective action and the planned date for our final report.
Description of the Deficiency CEI was notified by Newport News Industrial (NNI) that the inflatable seals supplied through W. J. Woolley Company utilized in the drywell airlocks are potentially inadequate to withstand the drywell environmental temperature of 330' during a design basis accident. The inflatable seals are installed around the perimeter of the doors for sealing against differential pressure.
These seals are purchased from seal manufacturers who supply test data on the material to qualify it for various environmental conditions. The W. J. Woolley Company performs additional environmental qualification (FQ) tests to qualify the seals for their intended function by testing them in their final configura-tion. During EQ testing for another power plant, a seal was subjected to a
- emperature of 465*F which weakened the seal and caused it to stretch resulting in a rupture.
This condition was reported to the NRC by W. J. Woolley Company pursuant to 10CFR21.
Corrective Action CEI's QA Department has written Nonconformance Report TAS-070 to identify the drywell airlock seals as nonconforming.

- Mr. Jcmes G. Kappler November 17, 1983 Newport News Industrial (NNI) has informed CEI that W. J. Woolley Company is proceeding on the design of a new inflatable seal and continuing itc testing program -for the existing seals. NNI also has stated they will be monitoring Woolley's corrective action program to ensure that an adequate seal design, suitable for Perry, is achieved.
The shelf life on Perry's installed seals has expired and CEI will install new and qualified seals for both Units I & II prior to plant operation.
Once the seal manufacturer and the Woolley Company have achieved acceptable test results and seals are qualified / acceptable to specified requirements, they will be furnished to CEI for installation.
Planned Date for Final Report It is our intention to submit a final report on this subject by April 27, 1984.
