seu lly letter dated November 5, IWl'(Reference a), the llaltimore Gas and IIlectric (130&l?) Company submitted an Amendment request to its Operating 1.icense Nos. DPR 53 and DPR-69 for Calvert Cliffs Unit Nos.1 & 2, respectively, to change the Technical Specifications for Shutdown Cooling (SDC) and Coolant Circulation. The proposed request was piompted by Generie 1. citer 8817. It would climinate a Technical Specification for minimum SDC now rate during Mode 6 operations and replace it with a licensee established administrative control in the form of approved operating procedures. These procedures would require that SDC Dow be adjusted as necessary (but not below 1500 gpm) during refueling activities to maintain RCS temperature below the Mode 6 limit of 140"F.
The purpose of this letter is to revise our request in Reference (a) to retain a 1500 gpm required minimum SDC Dow rate in the Technical Speci0 cations, as shown in Attachments A and 13. We made the decision to retain this minimum Dow rate speci0 cation following a recent discussion with the NRC Staff, and we trust this action will assist you in the completion of your technical review of -
our request.
The purpose of the 1500 ppm limit will1,c to satisfy the low pressure safety injection (1. PSI) pump manufacture 's recommended minimum now rate. This limit is already in place in our procedures.
The adoption of this lower limit would not in any way preclude the use of higher SDC How rates as necessary to match the decay hea: load. During refueling when decay heat loads are relatively low, a l

administrative control, is a more conservative position than that originally proposed. Therefore, the 3
significant hazards analysis proposed in Reference (a) remains valid.
