Dear Dr. Hurley:
Conunonwealth Edison Company (CECO) provided a response to Generic Letter 89-13 (Reference c), for Byron Station in the letter of Reference (d),
To address the concerns regarding the accumulation of silt, sludge and debris within the intake structure of the Essential Service Water (SX) pumps, a commitment was made to perform an annual inspection of the SX Cooling Tower Basins.
The performance of this inspection has essentially no affect on the operation of the SX system since the activity only involves an entry into the tower basins by a diver.
However, in the interest of providing maximum protection for the diver it is preferable to place the SX pump control switches for the associated basin into the l
" Pull-To-Lock" (PTL) position.
for example, both the Unit I and Unit 2 l
trein "A" pump control switches would be placed into the Pull-To-Lock position during the inspection of the "A" basin since they both take l
suction from that basin.
Limiting condition for operation action requirements will be entered for each pump placed in PTL, as dictated by each unit's operating status, In the 1986 letter of Reference (a),
as part of discussions and correspondence regarding the NRC approval of Amen ment 24 to the lechnical Specifications for Byron Units 1 and 2 it<eferences 2) CECO made a commitment regarding the use of one unit's SX pumps to support the emergency operation of the other Unit's SX system via the SX Unit cross-tie, This commitment states that one SX i
pump from each unit will not intentionally be taken out-of-service for maintenance at the same time.

-satisfied, while the-SX pumps were in PTL and could quickly and easily be restored to full service, the NRC was contacted on 10-16-90 to obtain their concurrence prior to the inspection activity.
After several phone. conversations between Nuclear Licensing, Byron Station personnel and Region III/NRR personnel, verbal concurrence was obtained on.10-18-90 to proceed with the proposed inspection plan.
The intent of this letter is to document this verbal concurrence such that future annual cooling tower basin inspections may be conducted without centinued licensing basis concerns.
Byron Technical Staff procedure OBVS SX-5 contains the steps necessary to perform and document the annual inspection and has been revised to include !nformation that reflects the importance of maintaining the SX system in an operationally ready state, Also, BAP 300-1, Conduct of Operations, will be revised to recognize the equipment lineup desired for the annual inspection.
