Via the reference letter and pursuant to 10CfR50.90. Texas Utilities Electric Company (TV Electric) requested an amendment te its Operating License NPf-87 by incorporating proposed changes to the Technical Specifications for the Cor.ianche Peak Steam Electric Station (CPSES) Unit 1.

The License Amendment Request (LAR 90-003) affects the startup transformer secondary winding undervoltage and loss of preferred offsite power source diesel generator start signals. LAR 90 003 deletes the two start signals options from the lechnical Specification diesel generator start surveillance since the plant is being modified to prevent these signals from unnecessarily challenging / starting the diesel when the alternate offsite power source is available.

LAR 90 003 deletes options b) and c) in surveillance 4.8.1.1.28, subparagraph 4), llowever, LAR 90 003 omitted a related change to option e) in the same subparagraph. Option b) addresses loss of preferred offsite power, Option e) addresses the safety injection actuation test signal in conjunction with the loss of preferred offsite power. With the deletion of option b) from the surveillance and the subsequent plant modification to remove this option from the plant, option e) would no longer be consistent with the as-built plant.

Thus for consistency, option e) should address the loss of offsite power signal instead of the loss of preferred offsite power signal.

i TXX-91302 Page 2 of 2 TV Electric hereby supplements LAR 90-003 to so revise surveillance 4.8.1.1.2a, subparagraph 4), option e), as shown in Attachment 2. The 10CfR50.92 assessment performed for the original submittal was reviewed and datermined to be valid and to encompass the supplemental change.

The CPSES Station Operation Review Committee (50RC) and Operations Review Committee (ORC) have reviewed and approved this supplemental change.

10 Electric requests approval of the proposed Amendment by October 1,1991, with an effective date of seven days after approval. The design modification associated with LAR 90 003 is scheduled to be completed during the 1991 Unit 1 ,

refueling - outage.

In accordance with 10CFR50.91(b), TV Electric is providing the State of Texas a copy of this proposed amendment.
